India terminates anti-dumping probe on naphthalene imports from China, EU, others

New Delhi: India has terminated the anti-dumping investigation on imports of crude naphthalene coming from China, the EU, Russia, Iran and Japan, and refined naphthalene coming from China, EU and Taiwan at the request of the domestic industry which has claimed dumping from more countries and wants to enhance the scope of the probe with other countries as well.
“The domestic industry continues to suffer from dumping from other countries in addition to the subject countries and hence would bring subsequent information on record and add other countries that are not included in the present investigation and further seeking permission to withdraw the petition with liberty to resubmit the same,” the Directorate General of Trade Remedies (DGTR) said in a notification.

Himadri Chemicals & Industries Ltd is the applicant domestic producer, on whose instance the investigation was initiated. In a separate notification, the DGTR said that it will begin an anti-dumping investigation on imports of glass fibre and its articles originating in or exported from Bahrain and Egypt. Owens-Corning (India) Private Limited and Owens-Corning Industries (India) Private Limited have alleged that material injury to the domestic industry is being caused due to dumped imports of the subject goods, originating in or exported from the two countries.

As per the notification, twelve types of glass fibre are not covered in the scope of investigation. These are glasswool, fibre glass wool, fibre glass insulation in wool form, glassyarn, glasswoven fabrics and glass fibre fabric. The period of investigation is April 1, 2019 to March 31, 2020 and the injury period will cover the periods FY17-20.
