    Rohini Commission set to get nod for its ninth extension

    NEW DELHI: The Justice Rohini Commission- set up in October 2017 to recommend sub categorization of the Other Backward Classes (OBCs) and ensure that marginalized sub castes get due benefits- is set to get its ninth extension.

    The move to grant yet another extension to the Commission comes at a time when elections are due in Bihar- a state where OBC sub categorization of any kind will have huge political impact.

    ET gathers that the proposal for another extension for the Commissions is on the agenda of the Union Cabinet. With this the panel will get time another six months- until January 2021- to firm up its report.

    The Commission is learnt to have sought more time to address the new Term of Reference which asks it to study various entries in the Central List of OBCs and recommend correction of any repetitions, ambiguities, inconsistencies and errors of spelling.

    The new TOR apart, the bigger issue at hand is that the recommendations of this report will be key to deciding the future implementation formula for the 27% quota for OBCs in education and employment- an issue that will have considerable political ramifications- particularly in the Hindi heartland. The timing of releasing this report’s recommendations will also, therefore, have to weighed carefully in view of political and social sensitivities involved.


    The Commission was set up on 2.10.2017 under Article 320 of the Constitution of India to examine the extent of inequitable distribution of benefits of reservation among the Other Backward Classes, work out a scientific mechanism for sub-categorisation and also identify sub-castes or synonyms in the Central List of Other Backward Classes and classifying them into their respective sub-categories.

    The four-member Commission is headed by Justice(Retd.) G. Rohini, Chief Justice (Retd.), Delhi High Court and has on board Dr. J.K. Bajaj, Director, Centre for Policy Studies, Director, Anthropological Survey of India and the Registrar General and Census Commissioner, India.
