LUCKNOW: The Uttar Pradesh Public Services Bill, 2020, envisaging 10% reservation to economically weaker section among upper castes, was passed in the Assembly on Thursday.
The bill, tabled in the Assembly on Wednesday by parliamentary affairs minister Suresh Khanna, was taken up for discussion on Thursday. The Opposition demanded the bill be referred to the executive committee, but that was rejected by Speaker Hriday Narayan Dixit.
The bill, Khanna said, was in accordance with the provisions of the Constitution (One Hundred and Third Amendment) Act, 2019.
The reference of Central governments' ministry of personal, public grievances and pensions department of personnel and training dated January 19, 2019, provisioning 10% reservation to economically weaker sections in civil post and services in the central government will be granted, he said.
The bill paves way for the law providing 10% reservation in public services and posts in favour of those belonging to economically weaker section in addition to existing quota for SC/STs and socially and educationally backward classes .
Last week, the cabinet ratified 10% reservation for economically weaker sections in upper castes. It was decided to enforce the reservation in government jobs and higher education institutions with retrospective effect, from January 14.
"The officials have carefully studied the formula of reservation to upper castes, as rolled out by the central and Gujarat governments, and it has been decided that quota will come into effect the way it is being implemented by the Centre," a government spokesperson said.
