AAI circular allows reverification of site coordinates of buildings with NOC

Airports Authority of India (AAI) has issued aerodrome safeguarding circular (ADSAC) to check violation of height norms by buildings in the vicinity of airports, including Surat.

SURAT: Airports Authority of India (AAI) has issued aerodrome safeguarding circular (ADSAC) to check violation of height norms by buildings in the vicinity of airports, including Surat.
Surat airport has been listed among 21 airports across the country where ADSAC will allow reverification of site coordinates of buildings for which no-objection certificate (NOC) has been issued.
Till now, there was a standard procedure for builders to apply under no-objection certificate application system (NOCAS) for taking NOC for building construction.
Once NOC was approved under NOCAS, the same was submitted to Surat Municipal Corporation SMC) for approval of building construction.
Official sources said AAI has made a provision for appointment of Geographical Information System (GIS) analysts at airports for aeronautical surveys, aeronautical data management, quality control of surveyed data, image processing etc.
Once NOC for a building is approved, local airport authorities will have to reverify site coordinates and building height obstacles with GIS analyst by visiting the locations and later need to submit a report to higher authorities on a quarterly basis. In case of continued non-compliance by a developer, cancellation of NOC by the designated officer could be taken up on request of local airport authorities.
Surat airport has been facing building height obstruction issue for a long time. AAI has identified about 90 buildings of 17 projects that obstruct flight path of airport runway and that notices have been served to concerned builders.
Directorate General of Civil Aviation (DGCA) had displaced runway by 615 metres, out of the total 2,905 metres for safe landing of aircraft at the airport due to height obstacles.
An AAI officer said, “The building height violation is hampering development of Surat airport. In order to protect the airport from further damage, AAI has come up with this circular where local airport authorities have been designated the power to request cancellation of NOC for non-compliance by developers. As Surat still has a vast land near airport open for real estate development, building height violations will be closely looked at.”
