MUMBAI: Director general of police Subodh Kumar Jaiswal has asked the home department to reshuffle IPS officers only after the 10-day Ganesh festival, beginning August 22. "I have also asked the government to shift only those officers who have completed their two-year tenure in the present post," Jaiswal told TOI.
According to a home department official, if the government accepts Jaiswal's proposal, then of 270 and odd IPS officers, only 70 are eligible for transfer.
Among them are police commissioners Vivek Phansalkar (Thane), Sanjay Kumar (Navi Mumbai), K Venkatsham (Pune) and Bhushankumar Upadhyay (Nagpur). Further, a large number of superintendents of police too are eligible for transfer.
On Thursday, Jaiswal held a marathon videoconference with SPs, IGs and police commissioners on posting and transfers. He found that a section of IPS officers have back-to-back secured plum assignments, while many IPS officers have been working in side branches. "If everyone insists on plum assignments, then who will work in the DG office, SRPF and such other branches? There should be equity in duty," Jaiswal told the senior IPS officers.
The home department official said the CM should adhere to the recommendations of the Police Establishment Board. "First, the government must set up the board and submit recommendations. The political leadership can make a few changes, but it would be unwise if the entire list...is revamped...it would be mockery of the police administration system," he added. The board is headed by the additional chief secretary (home), while DGP and Mumbai police commissioner are among the members.
The official said ever since Shiv Sena president Uddhav Thackeray became CM in November 2019, hectic lobbying is on for securing plum assignments. "Posting should be based on performance and clean image, and not on political connections of the IPS officer."
The official said that a few days ago, at a high-level meeting attended by a section of cabinet members, there was a discussion on posting of police inspectors and tehsildars in rural areas of the state. "I feel posting of inspectors should be left to that city's police commissioner or district superintendent of police, while posting of tehsildars should be decided by the district collector concerned," he added.
