Kerala IAS officer suspended for violating quarantine instructions

THIRUVANANTHAPURAM: Kollam sub-collector Anupam Mishra, who allegedly violated home quarantine instructions after reaching India from abroad, has been suspended from the service pending a departmental inquiry. A criminal case also has been registered against him.
Mishra, a 2016-batch IAS officer, has been suspended on the basis of the report of Kollam district collector B Abdul Nazar, who cited that the action of the sub-collector was improper and unjustified.

Mishra had reached the state on March 18 from Singapore. He was asked to go on a mandatory quarantine for 14 days by the district collector, to which the sub-collector readily agreed to. However, when the health officials went to the sub-collector’s residence on Thursday as part of routine check-up, they found that the sub-collector’s residence was locked from outside.
When the district collector contacted, him, he claimed that he is on self-quarantine at his brother’s residence in Bengaluru. “However, when it was checked, his mobile tower location showed that he was in Kanpur. A case has been registered under section 269 IPC against him,” IG (south zone) Harshitha Attalluri said.
As per the Section 269, whoever unlawfully or negligently does any act which is, and which he knows or has reason to believe to be, likely to spread the infection of any disease dangerous to life, shall be punished with imprisonment of either description for a term which may extend to six months, or with fine, or with both.
The district collector had submitted a report to the state government regarding the irresponsible and illegal action from the part of the sub-collector. “Being a responsible person who should lead by example, the action of the sub-collector under no circumstances can be justified. A departmental action will also be initiated against him in addition to pursuing the case registered by the police,” top government sources said.
